Minimum Qualifications:
- Fluent English and Portuguese, both written and oral.
- A college/university level degree in Business Management or equivalent experience;
- At least 5-10 years of management or administrative experience in a managerial capacity. At least 2-4 years experience managing staff;
- Background in accounting, finance, budgets, human resources and/or estates preferred;
- Strong IT computer skills using MS Office; experience with Oracle systems and databases useful;
- Proven track record of delivering results to a high standard within tight deadlines;
- Ability to travel occasionally within the region or internationally as needed;
- Willingness to work additional hours as necessary;
- Foreign nationals must legally reside in the country and have valid working papers.
Main Duties and Responsibilities
Leadership and Management:
- Ensure overall efficient and effective operation of corporate services work, review business policies and processes to identify new and more imaginative ways of working;
- Provide direction and motivation to the team and directly line-manage the Corporate Services Team Leaders;
- Participate in, and provide input into internal committees focused on policy development and wider organisational issues – both with local colleagues as well as counterparts abroad.
Finance/Procurement:
- Oversee the Network budget in accordance with corporate policies to ensure on-budget expenditure and value for money. Ensure proper financial controls are in place and being followed working closely with Finance team abroad;
- Prepare reports to senior managers on budget management, including forecasting and budget management and spending to date;
- Coordinate accounting and finance services to Partners Across Government;
- Financial supervisor and management of corporative services in Brazil;
- Oversee management of major external contracts as necessary.
Human Resources:
- Oversee and ensure compliance with local labour law;
- Drive improvements to the Human Resources policies and processes for the Brazil Network and coordinate training with Regional Learning Development Team;
- Provide expertise on recruitment, compensation, and performance pay processes. Ensure expenditure on pay remains within budget allocation;
- Provide guidance on sensitive staff matters for both diplomatic and locally employed staff, including performance management issues and dispute resolution. Provide guidance on arrival/departures for abroad staff members.
Estates:
- In conjunction with Post Security Officer and Regional Overseas Security Manager, ensure security of buildings, staff and information.
Security:
- Ensure freight and diplomatic clearance services, official transport services, visitor services are in accordance with FCO policy and level of services agreed.
Transport/Logistics:
- Ensure freight and diplomatic clearance services, official transport services, visitor services are in accordance with FCO policy and level of services agreed.
Consular:
- Provide assistance to foreign citizens leading on Consular operational work in Brasilia;
- Provide advice and support on consular cases.
